To limit any field of science due to fear of the unknown is to limit life itself. if one feels the human race is a plague on this earth and thus a cybernetic society would be a plague on the universe, needs to step back and look at ones lifespan, at the small and insignificant fish that we are swimming in our little fishtank we are rapidly out growing, one that nature (if u will) granted the ability to not only the ability know its plight, but the ability to change it. And out of fear, blindness, of irrational greed, the masses say no.
Anything which is new needs to pass a lot of tests before getting implemented. Transhumanism is future and nobody with a sound knowledge about the human body and electronics can deny the fact.
It's the improvement of the natural life form by resources available and not the inclusion of artificiality in human form causing harm in any sense.

my problem with the US testing system and requirements is a drug/certain research subjects that work and/or are being studied in other countries are either banned outright in the US or has to start from the very bottom of the chain. granted in some cases certain steps can be skipped, but all in all red tape does nothing but slow down and/or stagnate advancement
I'd have to agree with SS on trusting a government to provide proper oversight. They have a nasty habit of only allowing tech improvements that have military applications. Whole military industrial complex thing.
That said Puneet is correct that product testing will need to be done before they could expect wide acceptance and use of the modifications. I'd envision a testing firm like what the electronics have. In fact, since we are talking cybernetics it'd be right up their alley. It's voluntary, but customers look for that seal of the rating agency on the product.
A present day corollary would be laser corrective surgery. When it first came out people were leery of it, but as more people had it it became more accepted.
