I'd have to agree with SS on trusting a government to provide proper oversight. They have a nasty habit of only allowing tech improvements that have military applications. Whole military industrial complex thing.
That said Puneet is correct that product testing will need to be done before they could expect wide acceptance and use of the modifications. I'd envision a testing firm like what the electronics have. In fact, since we are talking cybernetics it'd be right up their alley. It's voluntary, but customers look for that seal of the rating agency on the product.
A present day corollary would be laser corrective surgery. When it first came out people were leery of it, but as more people had it it became more accepted.
