Should Twitter block these tweets? Does Twitter have the right people on staff to deliberate these type of questions? Who should they consult with?

No, it shouldn't be blocked and it cann't be blocked. There are just too many tweets and if Twitter would block Gaza and Israel for example, people will invent a synonym for it.
When personal contact isn't possible anymore Twitter will become the main source of communication and we shouldn't want to stop this. Also it's the way that the various people living in Gaza and partly Israel can report the 'news' directly to the world. I just heard that the air sirens went on in Jeruzalem through Twitter..
By its very definition news is supposed to be bipartisian: analyse arguments from both sides first and then choose ones that are factual and right. Granted, defining right can be an issue sometimes, which is why we need professionals who have a deep understanding of issues and who can make a good judgement.
For me what IDF or Hamas tweets is not news but propaganda as it has not passed the crucible of fact checking. While twitter should not black these tweets maybe they can color code the tweets : news agency tweets show up as regular ones but propaganda tweets show up in a yellow color or something?
