Early communities have to be built using a connected concentric circle model, where the outliers in each circle pull in the next concentric circle. The magic is not allowing those circles to continue to grow until the community no longer exists (see: Twitter).
Compelling content that engages the reader to ADD their opinion or experiences generally brings more people into the 'circle'. The Stone Soup story (en.wikipedia.org) is a good example of seeding a new community with an idea/opinion and seeing what people bring to the conversation. Or as in the folk story... what ingredients people bring to the soup.
