I wanted to say no absolutely but there are many comparisons to be made.
A. Lack Of Discernable Conflict: The dwarves cannot carry the movie, despite every effort to make them do so, and the multiple plot threads all end up under-developed. The Phantom Menace's plot is even more murky and boring.
B. Special Effects: Both movies were lauded for their special effects by people just happy to see the worlds on screen.
C. Over-Epicness: The original trilogies had high stakes, but the follow-ups just seemed to be trying to hard. i.e. bunny sleigh in Hobbit and everything Anakin says.
D. Strange Attempts At Humor: Goblin-King and Jar Jar come to mind as they just crush the seriousness with which we took the idea of a prequel.
