As the original prompt was rough, I will preface by saying this is also an off-the-cuff response.
There are two ideas which come to mind:
1. Use the unlimited funds to not change policy, but to change public perception of weapons, weapons possession, etc. A marketing campaign which would, essentially, brainwash us out of using weapons. I feel like that's skirting the question a bit, though, so:
2. investigate the psychological make-up of individuals who break to a point where this sort of thing happens. This step could possibly be bypassed, with an end goal of providing well-known, accessible sources for mental health care. Remove the stigma attached to seeking mental health help.
