I'm not sure it can. Most of the world (with the exception of the failed UK attempt) have moved to proportional representation. Unfortunately we're locked into a two-party system. Historically the only way to add a third party is to boot one of the two, and I can't see that happening any time soon.
Even something simple like France's obligatory presidential runoff would go a long way.
