I think much more than any particular option it should be creating a conducive environment to support the "Risk Taking" ability of an individual. Innovation isn't invention which happens accidentally, but new approach to solve an already existing problem or adding that "WOW" factor to an already existing product, service, solutions etc. Companies like XEROX were born due to mature funding industry in US since early 20s, or may be 30s. The same thing lead way to the creation of Silicon Valley. What we often overlook in this whole process is that you need to focus on one area to be an innovation Hub. Am not too sure if India still has that focus or are we trying to be everything to everyone.
