For every person it's different. I think he is saying to be more observant. Usually people who have different experiences and activities, etc. will have more opportunities to "notice" new ideas or things that are missing. I loved the essay, and I think its something people looking to create value will come back to, again and again.
I experience one more criterium to a good startup idea: am I devoted to solve the problem of my target group? Said differently: I must care for my customers deeply. When I face difficulty, I must feel the urge to solve that issue. At least to me, a possible monetary reward is far from sufficient to call a startup idea "good enough" to work on. How's that for you?
I think PG dropped the proverbial mike on this one. I don't think there's anything more to say.
You can't force yourself to come up with an idea. You're better off getting experience at a company in an interesting industry to you and developing a tinkering mindset.
