I agree that we should be optimizing for people and not search engines--although Google does have specific guideline on how to optimize for serach engines, like a clean URL structure, meta descriptions, etc., that I don't think we can discount.
Also, I disagree that the marketing department is hopelessly lost when it comes to making good content. A good marketer will become an expert in their industry in order to best sell their product and reach the target audience.
Overall, I think he has a point, but I'm not sure his conclusion is 100% correct.
